What Is an FHA 203(k) Consultant?

An FHA 203(k) loan allows eligible renovation and repair costs to be incorporated into an FHA-insured mortgage. Because these projects involve both financing and construction, the process requires detailed documentation of the property’s condition, proposed improvements and project costs.

For Standard 203(k) loans, an FHA-approved 203(k) Consultant plays an important role in this process.

The consultant evaluates the property and proposed renovation, prepares required documentation and helps monitor the project as work progresses. Major systems and components are evaluated, including structural, roofing, electrical, plumbing and heating systems, along with other property conditions that may affect the proposed renovation.

Feasibility Study – When requested, a feasibility study can help determine whether the proposed renovation project is practical based on the anticipated scope of work and estimated costs.

This can provide valuable information early in the process before more detailed project documentation is prepared.

Work Write-Up – The Work Write-Up provides a detailed description of the repairs and improvements included in the renovation project.

It creates a clear scope of work that can be used by the borrower, contractor and lender throughout the project.

Cost Estimate – Along with the Work Write-Up, estimated costs are developed for the proposed repairs and improvements.

The Work Write-Up and Cost Estimate help establish the planned renovation budget and provide the lender with important documentation for the 203(k) loan.

Architectural Exhibits – Depending on the scope of the renovation, architectural exhibits or other supporting documentation may be required.

The 203(k) Consultant identifies the exhibits required for the project and helps ensure the appropriate documentation is incorporated into the renovation package.

Draw Inspections – Renovation funds are generally released in stages as work is completed.

At each applicable draw request, the consultant inspects the property to evaluate the completed work and document the project’s progress. The appropriate draw documentation can then be submitted to the lender for review and release of funds.

Change Orders – Renovation projects sometimes change after construction begins.

When changes to the approved scope of work are requested, the 203(k) Consultant can review the proposed changes and prepare the appropriate change order documentation for submission to the lender.

Final Inspection – When the renovation is complete, a final inspection is performed to verify completion of the project and document the status of the approved work.

How the FHA 203(k) Consultant Process Works

While every renovation is different, a typical 203(k) project begins with an on-site property inspection and review of the planned improvements.

From there, the consultant develops the required Work Write-Up and Cost Estimate and identifies additional documentation that may be needed. The borrower obtains contractor bids, and the completed information is provided to the lender as part of the loan process.

Once the loan closes and renovation begins, the contractor completes the work in stages. Draw inspections are performed as required to document completed work and support requests for the release of renovation funds.

The process continues until the approved work is completed and the project reaches its final inspection.

Standard and Limited FHA 203(k) Loans

There are two primary types of FHA 203(k) renovation financing: Standard 203(k) and Limited 203(k).

A Standard 203(k) is designed for more extensive rehabilitation projects and requires the involvement of an FHA-approved 203(k) Consultant.

A Limited 203(k) is intended for less extensive improvements. An FHA-approved consultant is not always required for a Limited 203(k), although a consultant may still be used.
